Occurrence and filling up of vacancies are continuous processes in Indian Railways considering its size, spatial distribution and criticality of operation. Adequate and suitable manpower is provided to cater to the regular operations, changes in technology, mechanizations and innovative practices. The vacancies are filled up primarily by placement of indents by Railways with Recruitment agencies as per operational and technological requirements.<\/p>\n

After easing of restrictions imposed on account of COVID-19, two major examinations involving more than 2.37 crore candidates have been conducted successfully.<\/p>\n

    \n
  1. Computer Based Test (CBT) exam for more than\u00a01.26 crore candidates<\/strong>\u00a0was conducted in 7 phases from 28.12.2020 to 31.07.2021 in 133 shifts in 68 days across 211 cities and 726 centers.<\/li>\n
  2. Similarly, CBT was conducted for more than\u00a01.1 crore candidates<\/strong>\u00a0in 5 phases from 17.08.2022 to 11.10.2022 in 99 shifts in 33 days across 191 cities and 551 centers.<\/li>\n<\/ol>\n

    Based on these exams,\u00a01,30,581 candidates<\/strong>\u00a0have been recruited in railways.<\/p>\n

    The Railway Recruitment Board (RRB) examinations are quite technical in nature entailing large scale mobilization of men and resources and training of manpower. Railway overcame all these challenges and successfully conducted the recruitment in a transparent manner following all laid down guidelines. No instance of paper leakage or similar malpractice has occurred during the entire process.<\/p>\n

    Recruitment done in Indian Railways during 2004-2014 vis-\u00e0-vis during 2014 \u2013 2024 is given as under:<\/p>\n\n\n\n\n\n

    Further, as system improvement, the Ministry of Railways has introduced a system of publishing an annual calendar this year for recruitment to various categories of Group \u2018C\u2019 posts. Accordingly, four Centralized Employment Notifications (CENs) for 32,603 vacancies have been notified during January to March 2024 for filling up of posts of Assistant Loco Pilots, Technicians, Sub-Inspectors & Constables in Railway Protection Force (RPF).<\/p>\n

    The introduction of annual calendar will benefit the aspirants in the following manner:<\/p>\n

    • \u00a0More opportunities for candidates;<\/li>\n
    • Opportunities to those becoming eligible every year;<\/li>\n
    • Certainty of exams;<\/li>\n
    • Faster Recruitment process, Training and Appointments<\/li>\n<\/ul>\n

      Improving working conditions and safety measures for Loco Running Staff<\/u><\/strong><\/p>\n

      Railway servants (Hours of Work & Period of Rest) Rules 2005 formulated under the Railways Act, 1989, lays down provisions relating to classification of the railway servants and also for their duty hours and periods of rest which are followed in preparation of duty rosters. Duty hours, numbers of night duties, facility for out-station rest, number and hours of rest at headquarter are well defined and monitored closely.<\/p>\n

      Several steps have been taken for\u00a0improvement of working condition of loco running crew<\/strong>\u00a0and\u00a0initiatives\u00a0<\/strong>taken for\u00a0improvement in safety of train operation<\/strong>\u00a0which are as follows:<\/p>\n

        \n
      1. Improvement\u00a0 in\u00a0 locomotives\u00a0 for\u00a0 the\u00a0 comfort\u00a0 and\u00a0 for\u00a0 easing\u00a0 out\u00a0 duties\u00a0 of\u00a0 loco\u00a0 running\u00a0 staff:<\/strong>\n
          \n
        1. Considering the tough duties of loco running staff, number of steps have been initiated and executed which are as under:\n
            \n
          1. Production\u00a0 of\u00a0 three\u00a0 phase\u00a0 locos,\u00a0 having\u00a0 ergonomic crew\u00a0 friendly\u00a0 design features like better seat and drivers desk for better comfort of loco and assistant loco pilot, has\u00a0 been\u00a0 increased in\u00a0 past\u00a0 10\u00a0 years\u00a0 i.e. since\u00a0 2014,\u00a0 7,286\u00a0 three\u00a0 phase\u00a0 locos\u00a0 have\u00a0 been\u00a0 manufactured\u00a0 as\u00a0 against\u00a0 719 prior to 2014.<\/li>\n
          2. All new locos manufactured are provided with air-conditioned cabs since 2017-18. So far more than 7,000 locos have been provided with air conditioners.<\/li>\n
          3. All new locos being manufactured are provided with Vigilance Control Devices (VCD) as a technological aid to\u00a0 monitor\u00a0 and\u00a0 warn\u00a0\u00a0 Loco\u00a0 Pilots in case\u00a0 of\u00a0 loss\u00a0 of\u00a0 alertness\u00a0 while\u00a0 driving. Since 2014, VCD has been provided in more than 12,000 (10,521 Electric + 1,873 Diesel) locos.<\/li>\n
          4. A portable GPS based Fog Safe Device (FSD)\u00a0 is\u00a0 being\u00a0 provided\u00a0 to Loco Pilots as a technical aid\u00a0 for\u00a0 displaying and announcing the name and distance of approaching\u00a0 signals\u00a0 and\u00a0 important\u00a0 landmarks.\u00a0 Since 2014, 21,742 nos. FSDs have been provided in IR.<\/li>\n
          5. Retro-reflective\u00a0 strip\u00a0 in\u00a0 sigma\u00a0 shape\u00a0 have\u00a0 been\u00a0 provided\u00a0 two\u00a0 masts\u00a0 prior to stop\u00a0 signals\u00a0 on\u00a0 all\u00a0 the\u00a0 Zonal\u00a0 Railways\u00a0 for\u00a0 easy\u00a0 identification of stop\u00a0 signal\u00a0 during\u00a0 foggy\u00a0 weather\u00a0 as\u00a0 an\u00a0 aid\u00a0 and\u00a0 for\u00a0 reducing\u00a0 stress\u00a0 on\u00a0 loco\u00a0 pilots.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n
          6. Improvement\u00a0 in\u00a0 quality\u00a0 of\u00a0 rest\u00a0 of\u00a0 running\u00a0 staff\u00a0 at\u00a0 Running\u00a0 Rooms:<\/strong><\/li>\n<\/ol>\n

            A\u00a0 number\u00a0 of\u00a0 steps\u00a0 have\u00a0 been\u00a0 taken in the last 10 years to\u00a0 improve the quality\u00a0 of\u00a0 rest\u00a0 of\u00a0 the running\u00a0 staff\u00a0 which are as\u00a0 under :<\/p>\n

            1. \n
                \n
              1. All 558 running rooms have been air-conditioned.<\/li>\n
              2. Running staff are also provided\u00a0 with\u00a0 Yoga\u00a0 and meditation room, reading\u00a0 room\u00a0\u00a0 with\u00a0 newspaper and magazines for relaxing\u00a0 in\u00a0 accordance\u00a0 with\u00a0 their\u00a0 requirements.<\/li>\n
              3. Provision for good quality subsidized meal in running rooms.<\/li>\n
              4. Availability of RO water filters in running rooms.Separate room for female crew.<\/li>\n
              5. Loco pilots have to keep a continuous watch on track and signals involving long hours of standing in cab. Based on CAMTECH report, facilities like foot massager etc. are made available in running rooms for giving loco pilots proper rest.<\/li>\n<\/ol>\n<\/li>\n
              6. Other\u00a0 technological\u00a0 aids\u00a0 for\u00a0 improving\u00a0 safety\u00a0 in\u00a0 train\u00a0 operation:<\/strong>\n
                  \n
                1. Simulator based training for improving the driving skills and the reaction time\u00a0\u00a0 of Loco Pilots is being emphasized and simulator training facility is increased significantly.<\/li>\n
                2. Mobile Application named \u2018Chalak Dal\u2019 has been developed for the facilitation of crew.\u00a0 The App has been modified in 2023, to enable crew\u00a0 to\u00a0 access\u00a0 all\u00a0 his\u00a0 details\u00a0 related\u00a0 to\u00a0 running\u00a0 duties, sign on \/ sign\u00a0 off,\u00a0 loco\u00a0 trouble\u00a0 shooting\u00a0 directory\u00a0 and\u00a0 other\u00a0 documents required\u00a0 during\u00a0 train\u00a0 operation\u00a0 which\u00a0 otherwise\u00a0 were\u00a0 required\u00a0 to\u00a0 be\u00a0 carried\u00a0 in\u00a0 hard\u00a0 copy.<\/li>\n<\/ol>\n<\/li>\n
                3. Other\u00a0 measures\u00a0 for\u00a0 improving\u00a0 safety\u00a0 in\u00a0 train\u00a0 operation\u00a0\u00a0 :<\/strong>\n
                    \n
                  1. Various safety\u00a0 drives\u00a0 & special\u00a0 counseling\u00a0 programs are regularly organized for checking the alertness\u00a0 and\u00a0 safety awareness\u00a0 among\u00a0 the\u00a0 running\u00a0 staff. Special\u00a0 safety\u00a0 seminars\u00a0 &\u00a0 meetings\u00a0 are also organized for interaction with family members of running staff for educating\u00a0 on\u00a0 role\u00a0 of\u00a0 quality\u00a0 rest\u00a0 in\u00a0 life\u00a0 of\u00a0 running\u00a0 staff.<\/li>\n
                  2. Special drives are launched regularly to counsel running staff to boost their morale and confidence.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n
