The Amendments have been classified as Housekeeping Rules and as such, have not been published for comment. Staff of the British Columbia Securities Commission (\u201cBCSC\u201d) and the Ontario Securities Commission (\u201cOSC\u201d) have not disagreed with this classification.<\/p>\n<p style=\"text-align: justify;\"><strong><u>DESCRIPTION OF THE AMENDMENTS AND RATIONALE<\/u><\/strong><\/p>\n<p style=\"text-align: justify;\">The amendments are necessary to reflect the reflect the Canadian Investment Regulatory Organisation (CIRO) adoption of a new proficiency model for investment dealers approved persons<sup>[1]<\/sup>, which came into effect on January 1, 2026.<\/p>\n<p style=\"text-align: justify;\">Amendments to Rules 4-101(1) are being made to conform to applicable amendments made by CIRO to the Investment Dealer and Partially Consolidated Rules in relation to the proficiency requirements for approved persons and potential candidates of investment dealers.<\/p>\n<table border=\"1\" width=\"100%\" cellspacing=\"0\" cellpadding=\"3\">\n<tbody>\n<tr>\n<td><strong>CSE Rule<\/strong><\/td>\n<td><strong>Amendment<\/strong><\/td>\n<\/tr>\n<tr>\n<td><strong>4-101<\/strong><\/p>\n<p><strong>Access to Trading System<\/strong><\/td>\n<td>(1) A Dealer shall not permit any person to trade on the Trading System unless such person<\/p>\n<p>(a) is an Approved Trader in good standing on the Toronto Stock Exchange or the TSX Venture Exchange; <u>or<\/u><\/p>\n<p>(b) has successfully completed the <u>proficiency requirements for a Trader pursuant to the Investment Dealer and Partially Consolidated Rules of the Market Regulator<\/u> <s>Trader Training Course of the Canadian Securities Institute<\/s>;
