On completion of four successful year of implementation of Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Department of Fisheries organised the 4th anniversary celebration of PMMSY yesterday in New Delhi. In continuation of the inaugural session followed by launch of various projects, the Department of Fisheries, Government of India, held a comprehensive review meeting with the States/UTs aimed at assessing the progress of various fisheries initiatives, identifying challenges and areas for future development under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and other schemes.
The meeting was chaired by Secretary, Department of Fisheries, Government of India Dr. Abhilakh Likhi. Dr. Abhilakh likhi provided an overview of the significant achievements under PMMSY, while also elaborating on the objectives of the recently launched Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY). Joint Secretary, (Inland Fisheries) Shri Sagar Mehra, Senior Officers and representatives from the State Fisheries Departments and Union Territories, officials from the Department of Fisheries, National Fisheries Development Board and Senior officer from ICAR institutes participated in the review meeting.
Shri Sagar Mehra welcomed the dignitaries and emphasized the government’s commitment to promote the fisheries sector through sustainable practices and innovative strategies.
A brief presentation was made by the Chief Executive, National Fisheries Development Board (NFDB) on its ongoing initiatives to strengthen the fisheries value chain, while a presentation on the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) made by Shri Sagar Mehra highlighted critical infrastructure investments and financial advancements in the sector. Dr. J K Jena, Deputy Director General (Fisheries Science), Indian Council of Agricultural Research (ICAR) also presented the latest scientific research findings and technological advancements, aimed at enhancing productivity and sustainability in fisheries.
The review of financial progress under PMMSY was a focal point, with discussions centered around fund utilization and effective implementation across various projects. Additionally, the meeting addressed region-specific issues, focusing on marine fisheries, the challenges faced by Northeastern and Himalayan States/UTs, and the development needs of other inland States/UTs.
The meeting also showcased best practices and success stories from various states. The Secretary (Fisheries) of Arunachal Pradesh presented on the development of the Integrated Aquapark at Tarin in Ziro District, while Shri Dola Shankar, Commissioner of Fisheries, Andhra Pradesh, shared insights on the “Fish Andhra” initiative, aimed at promoting domestic fish consumption. Furthermore, Chief Business Head, Open Network for Digital Commerce (ONDC), discussed strategies to utilize digital platforms to improve the fisheries supply chain and market accessibility for fishers and aquaculture farmers and entrepreneurs.
The meeting concluded with a strong commitment from all stakeholders to continue efforts in advancing the fisheries sector, aligning with the vision of a sustainable and prosperous future as envisaged under the Viksit Bharat 2047 initiative. The Government reaffirmed its dedication to fostering innovation, promoting sustainable practices, and supporting the growth of India’s blue economy.
Since 2015, the Government of India has announced cumulative investments to the tune of Rs. 38,572 crore through various schemes and programs namely Blue Revolution Scheme, Fisheries and Aquaculture Infrastructure Development Fund (FIDF), Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), a central sector sub-scheme under PMMSY. These initiatives taken by the DoF, GoI have been instrumental in advancing the fisheries sector and have played an important role in improving the welfare of fish farmers, women, marginalized communities, and tribal communities.
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has been a transformative force, driving remarkable growth and sustainability in India’s fisheries sector. Launched in May 2020, PMMSY a flagship scheme of the Ministry of Fisheries, Animal Husbandry, and Dairying, Government of India, aims to bridge critical gaps in fish production, enhance postharvest infrastructure, improve traceability, and promote overall welfare for fishers.
