New Delhi. Updated on : Sunday, 16 August 2026

Uttar Pradesh is no longer just the traditional “heartland” of India—it is rapidly transforming into its premier innovation land. As of 2026, the Uttar Pradesh state government has dramatically accelerated its mission to establish the state as a top-tier global startup destination. By integrating state-of-the-art infrastructure projects with aggressive financial incentives, the state’s flagship StartInUP initiative aims to surpass 10,000 registered startups before the year ends.

The Updated Startup Landscape in 2026

While the Uttar Pradesh Startup Policy 2020 (Amended 2022) serves as the bedrock of the local ecosystem, 2026 has introduced crucial administrative refinements. The strategic focus has shifted from simple registration to achieving commercialization and global scale, with special emphasis on nurturing startup hubs in Tier-2 and Tier-3 cities such as Gorakhpur, Jhansi, Bareilly, and Varanasi.

Direct Financial Assistance: Detailed Benefit Structure

To bridge the critical “valley of death” for early-stage ventures, Uttar Pradesh offers multi-tiered financial support:
Incentive Type Base Benefit Amount Targeted Stage & Scope
Sustenance Allowance ₹17,500 per month (for 1 year) Idea & Validation Stage
Prototype Grant Up to ₹5 Lakh MVP Development & Testing
Marketing Assistance Up to ₹7.5 Lakh Product Launch & Commercialization
Patent Reimbursement ₹2 Lakh (Domestic) / ₹10 Lakh (International) Intellectual Property Protection
Event Grant ₹50,000 (National) / ₹1 Lakh (International) Global & National Market Exposure

Special Inclusivity Top-Up

Startups led by Women, Transgender, or Divyangjan (PwD) entrepreneurs, as well as ventures based in the Purvanchal and Bundelkhand regions, receive an additional 50% top-up on these standard grant amounts.

Flagship Infrastructure & Strategic Initiatives

With an initial outlay of ₹100 Crore, mega U-Hub innovation centers are fully operational in Lucknow and Gautam Buddh Nagar (Noida).

Managed via SIDBI, the ₹1,000 Crore UP Startup Fund operates under a “Fund of Funds” model, investing in SEBI-registered Venture Capital funds committed to funding UP-based startups. Additionally, state founders can simultaneously leverage the central Startup India Fund of Funds 2.0 (₹10,000 Crore corpus).
