ત્રીજા રાઉન્ડમાં કુલ 24 લાભાર્થીઓએ રૂ. 3,516 કરોડનું રોકાણ કરવાની પ્રતિબદ્ધતા વ્યક્ત કરી છે, ત્યારે પીએલઆઈ યોજના સમગ્ર ભારતમાં એસી અને એલઇડી લાઇટ્સના ઘટકોના ઉત્પાદનમાં નોંધપાત્ર વધારો કરશે. પ્રોડક્શન-લિંક્ડ ઇન્સેન્ટિવ (પીએલઆઈ) સ્કીમની ઓન-લાઇન એપ્લિકેશન વિન્ડોના ત્રીજા રાઉન્ડમાં, કુલ 38 અરજીઓ મળી હતી. આ અરજીઓની સમીક્ષા કર્યા બાદ સરકારે કામચલાઉ ધોરણે 18 નવી કંપનીઓની પસંદગી કરી છે. આ કંપનીઓમાં એર કન્ડિશનર્સના કમ્પોનન્ટ્સના 10 ઉત્પાદકો અને 2,299 કરોડ રૂપિયાના પ્રતિબદ્ધ રોકાણ સાથે એલઇડી લાઇટ્સના 8 ઉત્પાદકોનો સમાવેશ થાય છે.
આ ઉપરાંત 6 વર્તમાન પીએલઆઈ લાભાર્થીઓને ઉચ્ચ રોકાણ કેટેગરીમાં અપગ્રેડ કરવા માટે કામચલાઉ ધોરણે પસંદ કરવામાં આવ્યા છે, જે રૂ. 1,217 કરોડના વધારાના રોકાણની પ્રતિબદ્ધતા દર્શાવે છે.
બે વર્તમાન અરજદારો સહિત 13 અરજદારોને પરીક્ષા અને તેની ભલામણો માટે નિષ્ણાતોની સમિતિ (સીઓઇ) પાસે મોકલવામાં આવી રહ્યા છે. અરજદારોની વિગતો પરિશિષ્ટમાં મૂકવામાં આવી છે.
એક અરજદારે આ યોજનામાંથી બહાર નીકળવાનો નિર્ણય લીધો છે અને અરજી પાછી ખેંચી લીધી છે. કુલ મળીને વ્હાઇટ ગુડ્સ માટેની પીએલઆઈ યોજના હેઠળ 84 કંપનીઓ રૂ. 10,478 કરોડનું રોકાણ લાવવાની તૈયારીમાં છે, જેના પરિણામે રૂ. 1,72,663 કરોડનું ઉત્પાદન થશે.
આ પગલાથી આ ક્ષેત્રમાં ઉત્પાદન ક્ષમતાઓ અને આર્થિક વિકાસને વેગ મળવાની અપેક્ષા છે. એર કન્ડિશનર્સ માટે કંપનીઓ કોમ્પ્રેસર, કોપર ટ્યુબ્સ (આઇડીયુ કે ઓડીયુ માટે સાદી અને/અથવા ગ્રૂવ્ડ કન્ટ્રોલ એસેમ્બલીઝ, હીટ એક્સ્ચેન્જર્સ અને બીએલડીસી મોટર્સ વગેરે જેવા ઘટકોનું ઉત્પાદન કરશે. એ જ રીતે એલઇડી લાઇટ્સ, એલઇડી ચિપ પેકેજિંગ, એલઇડી ડ્રાઇવર્સ, એલઇડી એન્જિન, એલઇડી લાઇટ મેનેજમેન્ટ સિસ્ટમ અને કેપેસિટર્સ માટે મેટલાઇઝ્ડ ફિલ્મો વગેરેનું ઉત્પાદન ભારતમાં થશે.
કેન્દ્રીય મંત્રીમંડળે વ્હાઇટ ગૂડ્સ (એર કન્ડિશનર્સ અને એલઇડી લાઇટ્સ) માટેની પ્રોડક્શન-લિન્ક્ડ ઇન્સેન્ટિવ (પીએલઆઇ) યોજનાને નાણાકીય વર્ષ 2021-22થી નાણાકીય વર્ષ 2028-29 દરમિયાન અમલમાં મૂકવાની મંજૂરી આપી હતી, જેમાં 7 એપ્રિલ, 2021ના રોજ રૂ. 6,238 કરોડનો ખર્ચ થશે. આ યોજનાને ડીપીઆઈઆઈટી દ્વારા 16.04.2021ના રોજ નોટિફાય કરવામાં આવી હતી.
વ્હાઈટ ગૂડ્ઝઓ પરની PLI યોજના ભારતમાં એર કંડિશનર્સ અને LED લાઇટ ઉદ્યોગ માટે એક મજબૂત ઘટક ઇકોસિસ્ટમ બનાવવા અને ભારતને વૈશ્વિક સપ્લાય ચેઇનનો અભિન્ન ભાગ બનાવવા માટે રચાયેલ છે. આ યોજના બેઝ યર અને ગર્ભાવસ્થાના એક વર્ષના સમયગાળા પછીના પાંચ (5) વર્ષના સમયગાળા માટે વધારાના વેચાણના આધારે ઘટાડા પર 6% થી 4% સુધીનું પ્રોત્સાહન આપે છે. સ્થાનિક મૂલ્યવર્ધન વર્તમાન 15-20% થી વધીને 75-80% થવાની ધારણા છે.
